Notice of the General Office of the Ministry of Finance on the implementation of the policy

Department of Finance (Bureau) of each province, autonomous region, municipality directly under the Central Government, and separately planned city:
In order to implement the requirements of the "Decision of the Central Committee of the Communist Party of China and The State Council on Winning the Battle against Poverty", in response to the inadequate implementation of relevant policies reflected by the local authorities, we hereby notify the following regarding the policy matters related to the implementation of financial support for micro and small projects in poor villages to be self-built by village-level organizations:

(1) Financial support for micro and small projects involving poor villages refers to the construction of rural mountains, rivers, forests, fields and roads and the comprehensive management of small river basins that are below the standard amount of public bidding in various places.

Second, all the poor villages in the above projects have the ability to build and operate relevant projects, can directly entrust village-level organizations to build and operate themselves in accordance with the villagers' democratic procedures.

The Department of Finance (Bureau) of all provinces, autonomous regions, municipalities directly under the Central Government, and cities separately listed in the plan shall actively implement the above policy requirements, refine the relevant regulations and measures, and shall not restrict the micro-small projects that are self-built and self-supported by qualified poor villages. The problems encountered in the implementation should be timely feedback to our department.
