We hereby forward to you the Notice of the General Administration of Market Supervision of the Ministry of Ecology and Environment of the Development and Reform Commission of the Ministry of Finance on Adjusting and Optimizing the implementation Mechanism of Government Procurement of energy-saving Products with Environmental Labels (Finance [2019] No. 9), and put forward the following implementation opinions based on the actual situation of our province, please comply with it.

First, strictly implement the compulsory procurement system

The list of compulsory procurement items shall be uniformly determined and published by the State. Where the procurement project involves the category of compulsory procurement products, the purchaser and its entrusted procurement agency shall specify the energy-saving product certification certificate or environmental label product certification certificate as the substantive response conditions in the procurement documents. The scope of application of the online mall involves the compulsory purchase of product categories, and the goods that have not obtained the energy-saving product certification certificate or the environmental label product certification certificate shall not be put on the shelves for sale.

Second, the implementation of priority procurement review system

The list of priority procurement items shall be uniformly determined and published by the State. Where the procurement project involves priority procurement product categories, the purchaser and its entrusted procurement agency may give 1%-5% price deduction or 1-5 technical score evaluation preference to the products that have obtained energy-saving product certification or environmental label product certification in the procurement documents. The specific deduction proportion or technical score shall be determined by the purchaser and the purchasing agency entrusted by the purchaser according to the importance and proportion of energy-saving products or environmental labeling products in the procurement project.

Third, strengthen the main responsibility of the purchaser

The purchaser shall strengthen the main responsibility of implementing the government procurement policy, and strictly implement the compulsory procurement or priority procurement policy of energy-saving products and environmental labeling products in the formulation of procurement needs and performance acceptance.

Fourth, strengthen the supervision and inspection of the implementation of green procurement policies

Financial departments at all levels should take the implementation of green procurement policy as one of the important contents of the annual assessment of centralized procurement agencies and the special supervision and inspection of the "double random and open" of social agencies, strengthen the supervision of the implementation of green procurement policies by purchasers and procurement agencies, and increase the accountability for violations of green procurement policies.

Fifth, promote the application of green products

Purchasers are encouraged to comprehensively consider energy saving, water saving, environmental protection, recycling, low-carbon and other factors, with reference to relevant national standards, industry standards or group standards, and put forward green procurement requirements in procurement needs. In line with the "Internet +" trend, actively promote the construction of electronic stores, explore the establishment of energy-saving products, environmental labeling products and other green products special purchase area, through the addition of identification, search sorting, traffic guidance and other technical support measures, strengthen policy guidance, improve the actual effect of the policy.
