Implementation plan for government procurement of agricultural and sideline products in poor areas

In order to implement the requirements of the Guiding Opinions of The General Office of the State Council on Deepening Consumption Poverty Alleviation to Help Win the Battle against Poverty (State Council [2018] No. 129), according to the relevant provisions of the Notice of the Poverty Alleviation Office of The State Council of the Ministry of Finance on the Use of Government Procurement Policies to Support poverty Alleviation (Finance [2019] No. 27), further make good use of government procurement policies. 1. General requirements

To deeply implement General Secretary Xi Jinping's important exposition on poverty alleviation, adhere to the basic strategy of precise poverty alleviation and poverty eradication, adhere to the principles of government guidance, social participation, market operation and mutual benefit and win-win situation, focus on the stable poverty eradication of the poor population and the long-term development of poverty-stricken areas, focus on the national-level poverty-stricken counties (hereinafter referred to as the poverty-stricken counties), especially in profoundly poverty-stricken areas, and aim at promoting the sales of agricultural and sideline products in poverty-stricken areas and increasing the income of poor households. 2. Mission objectives

3. Key work

(2) Build sales platforms for agricultural and sideline products in poor areas.

Actively explore the connection between the online sales platform and other sales platforms of agricultural and sideline products in poor areas approved by the Ministry of Finance and the Poverty Alleviation Office of The State Council, broaden the channels for budget units to purchase agricultural and sideline products in poor areas, and expand the influence of the platform.


(3) Organize and guide budget units to purchase agricultural and sideline products from poor areas.


Financial departments at all levels are responsible for summarizing information such as the proportion of agricultural and sideline products reserved by budget units for purchase in poor areas, and guiding budget units at the same level to purchase agricultural and sideline products in poor areas. Each budget unit shall strengthen the planning and arrangement of the procurement of agricultural and sideline products, purchase agricultural and sideline products in poor areas through the online sales platform in accordance with the reserved proportion, and pay for the goods in strict accordance with the contract agreement, and shall not be delayed.


Trade union organizations of budget units at all levels are encouraged to purchase trade union welfare and comfort goods through online sales platforms. The trade union purchase amount of the relevant unit shall be included in the poverty alleviation statistics of the unit. The Poverty Alleviation Office of The State Council relies on the consumption poverty alleviation database to collect and summarize the purchasing situation of various regions and units as an important basis for its participation in consumption poverty alleviation. Under any of the following circumstances, purchases may be made through other channels, and the amount of purchases shall be included in the statistical scope of the consumption poverty alleviation database:


(1) The budget unit that undertakes the task of poverty alleviation cooperation and the budget unit of the poverty alleviation task in the poor county buys the agricultural and sideline products of the poverty alleviation cooperation area and the poverty alleviation task in the poverty-stricken county, and can provide the task certificate, the purchase voucher, the poverty-alleviation effect and other relevant supporting materials;


(2) The budget unit of the poverty-stricken county purchases the agricultural and sideline products of the county, and is able to provide purchase vouchers, poverty effectiveness and other relevant supporting materials;


(3) Under the guidance of the Poverty Alleviation Office of The State Council, the provinces (regions and municipalities) and the central designated poverty alleviation units organize the centralized procurement of agricultural and sideline products of poor counties in their own regions, systems and industries through production and marketing matchmaking meetings, and can provide purchasing vouchers, poverty alleviation results and other relevant supporting materials;


(4) Other procurement acts jointly approved by the Poverty Alleviation Office of The State Council and the Ministry of Finance.


Budget units with the above situation need to upload supporting materials to the consumer poverty alleviation database on a monthly basis, of which the effect of bringing poverty mainly refers to the number of poor people and the amount of income, which is reported to the provincial poverty alleviation office after the initial review of the poverty alleviation office in the poor county. Budget units that purchase agricultural and sideline products from poor counties in poverty alleviation cooperation areas also need to be reviewed by local poverty alleviation cooperation departments.


4. Working mechanism

(1) Organizing a guarantee mechanism. The Ministry of Finance, the Poverty Alleviation Office of The State Council, together with the General Bureau of Supply and Marketing Cooperation and other relevant departments will coordinate the procurement of agricultural and sideline products in poor areas. All provincial financial departments and poverty alleviation departments shall establish cooperation mechanisms with relevant departments such as supply and marketing, clarify responsibilities, form joint forces, and promote, guide and coordinate the procurement of agricultural and sideline products in poor areas of the region as a whole. Under the leadership of local Party committees and governments, financial departments and poverty alleviation departments in poverty-stricken counties should actively guide relevant local institutions to establish a financial guarantee mechanism and provide financial support for the sale of agricultural and sideline products in poverty-stricken areas by means of insurance, guarantee and small loans. Financial departments and poverty alleviation departments at all levels should do a good job of training and guidance for budget units at the same level, strengthen publicity of government procurement policies and effectiveness in supporting poverty alleviation, carry out pilot demonstrations in some areas, summarize and promote typical cases and excellent practices in a timely manner, and encourage and guide budget units at all levels to increase procurement of agricultural and by-product products in poor areas.


(4) Incentive and constraint mechanism. The Ministry of Finance and the Poverty Alleviation Office of The State Council will regularly report on budget units' purchases of agricultural and sideline products from poor areas, relevant provinces' promotion of government procurement to support poverty alleviation, and suppliers' efforts to benefit the poor. Budgetary units and localities that have worked actively and achieved notable results shall be notified and praised. Establish supplier evaluation and exit mechanism. Suppliers that engage in fraud, shoddy or market disruption will be disqualified from entering and listing, suppliers with serious product quality and food safety problems will be held accountable according to relevant laws and regulations, and will be notified to the poverty-stricken counties where they are located; Inform the poor counties and their provinces where suppliers have more problems, and restrict or cancel their qualifications to recommend agricultural and sideline products and market players in their regions in serious cases.


(5) Supervision and reporting mechanism. Adhere to the sunshine operation, accept public supervision. If the platform or supplier is found to have violations of laws and regulations, false concealment, etc., it can promptly report to the special class of Poverty alleviation work of the Poverty Alleviation Office of The State Council and the "12317" supervision hotline. The Poverty Alleviation Office of The State Council will entrust a third party to carry out verification and assessment, organize experts and the media to carry out unannounced visits, and resolutely put an end to fraud, taking advantage of wealth and "free riding".


5. Implementation steps

Before September 15, 2019, the provincial poverty alleviation departments will report the "Recommended List of Key Poverty alleviation Product Suppliers in Poor Counties" filled in by the poor counties in their regions (Annex 1) and the "Recommended List of Key Poverty Alleviation Product Suppliers in Poor Counties" (Annex 2) after verification to the Poverty Alleviation Office of The State Council for summary.


Before the end of October 2019, the online sales platform was put into operation, the consumption poverty alleviation database system was launched, and pilot demonstrations were launched in some regions. The Poverty Alleviation Office of The State Council, together with relevant departments, issued the first batch of supplier lists, and the General Office of Supply and Marketing Cooperation launched supplier training. Provincial financial departments, together with poverty alleviation departments, shall summarize the proportion of procurement shares reserved by local budget units and report it to the Ministry of Finance for record.


Starting from 2020, budget units at all levels have fully launched the procurement of agricultural and sideline products in poverty-stricken areas. The Ministry of Finance and the Poverty Alleviation Office of The State Council regularly report the purchase of agricultural and sideline products by budget units in poverty-stricken areas, the promotion of government procurement in relevant provinces to support poverty alleviation, and the promotion of suppliers to benefit the poor, and the poverty alleviation Office of The State Council has organized verification and evaluation work.
