Notice of the General Office of the Ministry of Finance on Procurement Facilitation for Epidemic Prevention and Control

The General Office (office) of the Central budget unit, the Finance Department (bureau) of the provinces, autonomous regions, municipalities directly under the Central Government, and cities separately listed under the Plan, and the Finance Bureau of the Xinjiang Production and Construction Corps:

1. State organs, institutions and organizations at all levels (hereinafter referred to as procurement units) that use financial funds to purchase goods, projects and services related to epidemic prevention and control shall, with the primary goal of meeting the needs of epidemic prevention and control work, establish procurement "green channels", which may not implement the methods and procedures stipulated in the government Procurement Law, and purchase imported materials without approval.

Each purchasing unit shall establish and improve the internal control mechanism of emergency procurement, improve the efficiency of procurement funds and ensure the quality of procurement while ensuring the effectiveness of procurement.

3. All purchasing units shall strengthen the management of procurement documents and credentials for epidemic prevention and control procurement projects and keep them for future reference.

Fourth, any unit and individual find that the procurement unit and procurement personnel have favoritism and other illegal violations of discipline, shall promptly report to the financial department or relevant departments at the same level.
