In order to do a good job in the prevention and control of the novel coronavirus pneumonia epidemic, effectively reduce the number of people gathering, and protect the life safety and health of relevant personnel, the General Office of the Ministry of Finance is hereby forwarding to you the Notice on Matters related to Government Procurement Activities during the Prevention and Control of the Epidemic (Financial Office Bank (2020) No. 29), and puts forward the following opinions, which are kindly implemented in light of the actual situation.

1. During the period of epidemic prevention and control, procurement items related to epidemic prevention and control shall be regarded as emergency procurement items in accordance with the provisions of the Notice forwarded by the Department of Finance of Guangdong Province to the General Office of the Ministry of Finance on the Facilitation of Procurement for Epidemic Prevention and Control (Yuecai Procurement [2020] 3). Items that can be purchased through the "Guangdong Electronic Procurement Implementation Platform", and purchasers at all levels should try to carry out procurement through the platform.

Second, the provincial government procurement center shall do a good job of price monitoring and supplier management of the Guangdong electronic procurement implementation platform, and deal with illegal acts according to law and regulations. At the same time, strengthen the organization of the source of epidemic prevention and control related materials, set up a special zone to release the epidemic procurement demand and supplier supply information, and promote the supply and demand of epidemic prevention and control related materials.

3. During the period of epidemic prevention and control, for government procurement activities that are really necessary, purchasers at all levels can select review experts in relevant fields by themselves, and those who really need to randomly select review experts through the Guangdong Provincial Government procurement Review expert database can give priority to random selection according to the principle of geographical location. Where evaluation experts are selected on their own, priority shall be given to evaluation experts outside their own units.

Iv. During the period of epidemic prevention and control, for government procurement activities that are really necessary, purchasers at all levels shall, together with procurement agencies, strengthen the management of the site of government procurement evaluation and bid evaluation in accordance with the requirements of governments at the same level and disease prevention and control, health and other departments related to the prevention and control of the novel coronavirus pneumonia epidemic in public places.

V. During the epidemic prevention and control period, the provincial Department of Finance suspended on-site acceptance of review experts, procurement agencies, government procurement reports, government procurement complaints and other related work. Review experts, procurement agencies related business through the "Guangdong Provincial government procurement website". If a report is filed against a provincial government procurement project, the report supplier shall send the report document to the provincial Department of Finance by postal express; Where a government procurement complaint is filed against a provincial government procurement project, the supplier of the complaint shall, in accordance with the relevant provisions of the "Measures for Questioning and Complaining about Government Procurement" (Ministry of Finance Order No. 94), send a complaint to the provincial Department of Finance by postal express. Complaints received after 17:30 on the same day shall be deemed to have been received on the next working day. The complaint shall indicate the address of the recipient, the contact person and the contact telephone number for receiving the relevant documents for the handling of the complaint. Due to the inability to hold a complaint handling review meeting during the epidemic prevention and control period, the provincial Department of Finance may suspend the decision on the handling of relevant cases as appropriate, and inform the relevant parties in writing in advance. The on-site business resumption time of the provincial Department of Finance will be announced separately on the Guangdong Government procurement website according to the epidemic prevention and control situation.
