　　In order to implement the Guiding Opinions on Promoting the Healthy Development of Small and Medium-sized Enterprises, give full play to the functions of government procurement policies, and promote the development of small and medium-sized enterprises, the Ministry of Finance and the Ministry of Industry and Information Technology have formulated the Administrative Measures on Government Procurement to Promote the Development of Small and Medium-sized Enterprises in accordance with the Law of the People's Republic of China on Government Procurement, the Law of the People's Republic of China on the Promotion of Small and Medium-sized Enterprises and other laws and regulations.
